On Thursday, September 5, the U.S. Environmental Protection Agency, or EPA, announced that it had reached a settlement with Shell (NYSE: RDS-A  ) (NYSE: RDS-A  ) for violations of the company's Clean Air Act permits at two arctic oil and gas drilling sites. In its press release, the EPA points to "numerous" violations of Shell's air permits for its Discoverer drill ship fleet in the Chukchi Sea, and its Kulluk drill ship fleet in the Beaufort Sea, both off of the Alaskan coast. Today's settlements will cost Shell $710,000 for its Discoverer violation, and $390,000 for Kulluk, totaling $1.1 million for both penalties.

Under the Clean Air Act, the permits in question set strict limits on air pollutants based on the best available control technologies. EPA initially issued the permits in January 2012, but Shell requested, in June 2012, that the emissions threshold be raised for its Discoverer fleet. Despite EPA's temporary approval for higher limits than provided in the permits, Shell still exceeded its maximum allowable levels at both sites.

Flash memory is a specialized type of memory component used to store user data and program code; it retains this information even when the power is off. Although Flash is predominantly used in mobile phones and tablets, it is commonly used in multi-media digital storage applications for products, such as moving picture experts group layer-3 audio (MP3) players, digital still camera DSC, Digital Voice Recorders, universal serial bus (USB) Disks and Flash Cards. Graphic RAM is a special purpose DDR (GDDR1, GDDR2, GDDR3, GDDR4) that is used in graphic products which require high-speed 3-dimensional calculation performance and a memory size to be used as data storage buffer for digital versatile disc (DVD) and computer game displays. LCD panels are a component in consumer electronics, such as LCD TVs, tablets, smartphones, notebooks, digital phone frames and por! table game consoles.

The Company competes with Toshiba, Hynix, Nanya, PSC, Promos, ISSI and ESMT.

    A biopharmaceutical stock that's starting to trend within range of triggering a big breakout trade is Alcobra (ADHD), which is engaged in the development and commercialization of its proprietary drug, MG01CI, to treat attention deficit hyperactivity disorder. This stock has been on fire so far in 2013, with shares up huge by 126%.

    If you take a look at the chart for Alcobra, you'll notice that this stock has been trending sideways and consolidating over the last month and change, with shares moving between $14.78 on the downside and $18.75 on the upside. Shares of ADHD have now started to uptrend a bit over the last few weeks, with shares moving higher from its low of $15.05 to its recent high of $18.45 share. That move has started to push shares of ADHD within range of triggering a big breakout trade above the upper-end of its recent sideways trading chart pattern.

    Traders should now look for long-biased trades in ADHD if it manages to break out above its 50-day moving average of $17.79 a share, and then once it takes out some more key overhead resistance levels at $18.45 to $18.75 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 74,869 shares. If that breakout triggers soon, then ADHD will set up to re-test or possibly take out its next major overhead resistance levels at $22 to $24 a share. Any high-volume move above those levels will then give ADHD a chance to re-test or possibly take out its all-time high at $26.96 a share.

    Traders can look to buy ADHD off any weakness to anticipate that breakout and simply use a stop that sits right below some near-term support levels at $16.17 to $15.05 a share, or around $14.78 a share. One could also buy ADHD off strength once it starts to clear those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.
